Role Description

The Housing Agency is a government body working with the Department of Housing, Local Government and Heritage, Local Authorities and Approved Housing Bodies (AHBs) in the delivery of housing and housing services.

The Agency’s vision is to achieve an integrated housing system, meeting the nation’s housing needs and promoting sustainable communities. It does this by providing evidence-based housing insights and data that inform thinking and policy making; by working with others to enable the delivery of housing solutions and implement programmes and actions in Government housing policy; and by equipping itself and its stakeholders with the capacity required to respond quickly and effectively to challenges in the housing system.

The Agency’s work to deliver sustainable and affordable housing for all is framed under three broad themes:

  • Being a centre for housing knowledge;
  • Bridging housing supply and demand; and
  • Building capacity for housing.

  • Assisting local authorities with all aspects of their housing function
  • Supporting affordable housing initiatives including cost rental and affordable purchase schemes

The Housing Agency is now seeking applications for an Architectural Technologist. This is a permanent role on the Projects, Procurement and Programmes Team.

The Projects Team is a multi-disciplinary unit that operates within the Projects, Procurement, Programmes section of the Housing Agency. The Unit provides technical advice and services to local authorities, approved housing bodies and the Department of Housing, Local Government and Heritage in relation to the delivery of housing.

The appointed Architectural Technologist will work alongside and in close collaboration with the technical and professional teams assigned to the Projects, Procurement and Programmes Team.

Main Duties

The successful candidate will be working as part of a technical team. Their main duties will be:

  • Working as part of a design team to deliver new housing and regeneration projects
  • Assist in the preparation of drawings and associated documentation for development projects from feasibility to completion stages.
  • Support local authorities and AHBs in their housing delivery in the most effective ways, including traditional contractual arrangements, design by employer, design and build contracts, works contracts, turn-key developments, development agreements and joint ventures
  • Provide assistance and support to Local Authorities and AHBs in the development of project briefs
  • Provide assistance and support to Local Authorities and AHBs in the procurement of consultants and works contractors
  • Provide assistance and support to remediation schemes operated by the Housing Agency, as required
  • Liaison with other building professionals, local authorities, AHB’s, state agencies, DHPLG, OGP, and other organisations
  • Such other duties as may be assigned from time to time by Principal Officer and the Chief Executive Officer.

Candidate will have:

  • Proficiency and experience in the production of drawings and documentation for development projects from feasibility to completion stages.
  • A high level of technical knowledge and strong ability in technical design detailing is essential, particularly in the area of housing and apartment construction
  • Knowledge and familiarity working with Government Public Works contracts
  • Proficiency in the preparation of statutory applications.
  • Experience of construction stage site inspections and reporting.
  • Complete familiarity and working knowledge of the Irish Planning Regulations, Building Regulations, and Health & Safety legislation
  • Complete familiarity and working knowledge of statutory consent processes and the BC(A)Rs process
  • Experience using NBS Specification system preferable
  • Proficiency in AutoCAD is essential.
  • Proficiency in BIM (Revit) is desirable
  • Proficiency in Microsoft Word and Excel.
  • Knowledge of 3D Design software such as Sketchup would be beneficial.
  • Knowledge of Graphic design software such as Photoshop would be beneficial.

Educational Requirements and Experience

The successful candidate should have:

a) A minimum Level 7 qualification on the National Framework of Qualifications (NFQ) in Architectural Technology or an equivalent architectural qualification; and

b) Have had, at least five years’ experience working on architectural projects, on the design, detailed design, contract administration and quality monitoring during construction of housing and apartment projects.

  • Specialist skills – proficiency in architectural design, specifically housing and apartments, BC(A)Rs, project management and construction, and relevant IT skills, including experience of current software design packages.

New entrants will be appointed on the first point of the scale in line with government policy. Different terms and conditions may apply if immediately before appointment you are a currently serving civil/public servant.
