The Scottish Government’s Building Standards Division (BSD) has been working on a new Compliance Plan (CP) approach for buildings classified as High Risk Buildings (HRB), following recommendations of 2018 Review Panel on Building Standards Compliance and Enforcement.
Scotland East Region have asked Frank Doherty, Standards Compliance and Digital Strategy Team Leader, to reflect on the recent work on the scheme, relevant guidance in a Compliance Handbook, and how the new professional role of Compliance Plan Manager (CPM), is expected to fit in the current building standards regulatory system in Scotland.

About the speaker:
Frank Doherty has worked in the building standards profession in Scotland continually since 1995, across three separate Scottish Local Authorities and more recently with Building Standards Division of the Scottish Government. Progressing from trainee to team leader Frank has collected project management, digital and change experience as well as an intimate understanding of the building standards system. This has led to being appointed as Standards Compliance and Digital Strategy Team Leader within the Scottish Civil Service.
