New Scottish EPC accreditation scheme

The Scottish government is updating EPC regulations and seeking organisations to become Approved Organisations under the new Accreditation Scheme. Join the online drop-in on 17 December to learn more.

As part of the Scottish Government’s work to reform Energy Performance Certificates (EPCs), new EPC regulations were laid on 10 October 2025 which will give consumers a clearer picture of a home’s energy efficiency. A host of changes are being introduced, including a new rating system which will give home and building owners more information on fabric efficiency and heating systems as well as energy costs.

A link to the legislation, currently being considered by the Scottish Parliament, can be found here - The Energy Performance of Buildings (Scotland) Regulations 2025.

As part of this process, the Scottish Government is taking the opportunity to re-launch the existing EPC Operational Framework (now known as the Accreditation Scheme), and are seeking applications from organisations who may have an interest in becoming an Approved Organisation (AO) to operate to the requirements of the Accreditation Scheme.

The link provided above also sets out the minimum requirements for Approved Organisations.

The Scottish Government will be opening the new appointment process for AOs, for both existing AOs (under the current regulations) and for new entrants in January 2026. It is important to highlight that the window for applications is not time-limited.

In order to raise awareness of this opportunity, Scottish Government officials will be hosting an online drop-in session to share details and answer any questions, on 17 December, for any organisations that may have an interest in applying to become an AO.
